The Tracker Pro service is a service that runs in the background on a Windows PC and synchronises your filing cabinet between the  Stealth Systems cloud SFTP file servers, any Remote WAN PCs and Local Server PCs. The architecture of the system allows Tracker Pro to have a fully autonomous and Serverless configuration where there need be no dominant PC and you need not necessarily allocate any one PC as the Server PC.   

To switch the service on  simply complete the following:

From the main menu click on Settings - Start TP Service

The only benefit in allocating a PC as a Tracker Pro Server in a LAN environment is that all linked LAN (Local) Clients in that LAN will have immediate access to any Tracker Pro filing cabinet file entries without first undertaking a Sync. This is achieved through the Server sharing the folder as a normal Windows Share with the LAN clients.
